Travelling Allowance

1     Officers on Duty

In case journey for a purpose other than on  transfer i.e., where an officer has to travel for inspection of other duty as directed by the bank, the officer shall be paid his Travelling Allowance on the following basis:

1.1    Mode & Class of Travel

Mode of Travel and Expenses on Travel (w.e.f. 1.5.2010)


The following provisions shall apply wherever an officer is required to travel on duty :


(a) An officer in Junior Management Grade is entitled to travel by 1st Class or AC 2-tier Sleeper by train. He may, however, travel by air (economy class) if so permitted by the Competent authority, having regard to the exigencies of business or public interest.


(b) An officer in Middle Management Grade is entitled to travel by 1st Class or AC 2-tier Sleeper by train. He may, however, travel by air (economy class) if the distance to be travelled is more than 1000 kms. He may, however, travel by air (economy class) even for a shorter distance if so permitted by the Competent Authority, having regard to the exigencies of business or public interest.


(c) An officer in Senior Management or Top Executive Grade is entitled to travel by AC 1st Class by train or by air (economy class).


(d) An officer in Senior Management or Top Executive Grade may travel by car between places not connected by air or rail provided that the distance does not exceed 500 km. However, when a major part of the distance between the two places can be covered by air or rail only the rest of the distance should normally be covered by car.


(e) Any other officer may be authorised by the Competent Authority, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank’s vehicle.


The remaining provisions as in Sub-regulations (2) & (3) of Regulation 41 of Officers’ Service Regulations shall remain unchanged.

Actual fare incurred subject to the mode and class by which the officer is entitled to travel as follows:

1.         Junior Management Grade (Scale I)

2.         Middle Management Grade (Scale II & III)

1.2    Reimbursement of Road Travel

Where an Officer has to travel day between places not connected or partly connected by Rail, or Steamer, the officer shall be reimbursed actual road mileage or @ 75 pause per Km. Other terms and conditions are, as in force.  In case, where 75 paise per Km is claimed, no cartage and/or portage shall be payable.

In partial modification of the above, now officers are permitted to claim their Bus travel reimbursement up to a distance of 450 km @ 75 paise per km, which includes fare, local cartage, portage and other incidents. (w.e.f.01.10.2005)

It is decided to reimburse road travel at Rs.1/- per Km with immediate effect covering all official travel in shortest route, which includes fare, local cartage, porterage and other incidents. (Ref: Cir. LVB/102-09-MAIN/Cir.56/594/09-10 21 December 2009)

The Agri Field Officers and Law officers shall be entitled to reimbursement of petrol expenses at the rate of Rs 2.00 km when they use their own vehicle for attending to office work.

1.3    The actual cost of freight of his personal belongings.

1.4    Boarding and Lodging and Halting Allowances, as follows:

Reimbursement of actual hotel expenses, restricting to single room accommodation charges in ITDC Hotels and Halting Allowance will be as under:

Provided that in the case of officers in Scale IV and above, halting allowance payable per diem while on outstation work at the four metros, viz. Delhi, Mumbai, Kolkata and Chennai, shall be Rs.1200/- and for officers in Scale I/II/III Rs.1000/-.

Halting allowance should be paid at the given rate for block of 24 hours. An incomplete block will be treated as a complete block.

If actuals are claimed for say 4 days.

No.of days of payment of halting allowancein the above case is -  6 – 4 = 2 days.        

For outstation duty for a period less than 24 hours – full halting allowance if period is 8 hours or more.  Half Halting allowance if period is more than 4 hours, and less than 8 hours.

c)         Boarding Charges

Boarding charges are the same as the amount of halting allowance. The entire amount of Boarding expenses can be claimed either on declaration basis or on production of bills/cash memos for full amount.

As per the above regulations, a Scale I Officer is eligible to stay in one star ITDC Hotels, Scale II and Scale III Officers are in Two Star ITDC Hotels and Scale IV and V are in 3 star hotels.  Officers may stay in any hotel at centers where there are no ITDC hotels or where accommodation is not available in ITDC hotels.  In such cases, the maximum tariff charged for non-airconditioned single room at one star and II star ITDC hotels respectively will be the entitlement limit.  If any other charges like boarding etc. are included in the lodge bill, the same will not be entitled for reimbursement and only actual room rent paid will be reimbursed subject to the above limits.

1.5      Supplementary Diem Allowance for inspecting officers

Supplementary Diem Allowance for inspecting officers @ Rs.20/- per day.

1.6      To Attend Festival at Head Quarters

An Officer shall be allowed to go to his headquarters at Bank’s cost to celebrate any of the following festivals according to his faith, viz, Pongal, Telugu / Tamil New Years Day, Vinayakar Chaturti, Ayutha Pooja, Deepavali, Christmas and Ramzan, within a period of deputation if the festival falls on Bank holidays.  If the officer takes leave for this purpose and applies for any leave beyond the holidays, he will not be eligible for this concession.

1.7       T.A.Advance

The Officer shall be allowed to avail 80% of the estimated expenditure as T A advance.  If the outstation duty or deputation of an officer to another branch or office is extended, the officer shall be allowed to draw additional T A advance every week, or for the number of days of extension at the acting branch or office at the same rate of 80% of the estimate expenditure.

2         Officers on Transfer

2.1    An officer on transfer from one station to another shall be paid TA on the following basis:

a) Actual fare incurred for himself and for his ‘family’ for the travel subject to the mode and class by which he is entitled to travel.

b) Eligibility for Travel on Duty Ref. No. PER/MAIN/CIR.52/89-90 dt.2.2.1990

Any Officer in JMG & MMG may be authorised by the Competent Authority, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank's vehicle.

2.2    Reimbursement of Road Travel

2.3    Incidental Expenses on Transport

(Ref. No. HRD/Main/Cir.23/2005-06 Dt.18.07.2005)

a.              An officer on transfer will be eligible to draw a lumpsum amount as indicated below for expenses connected with packaging, local transportation, insuring the baggage etc.

     With effect from 01.05.2005, an officer on transfer would be eligible for a lump sum payment of Rs.7000/- in case of Scale I to Scale III towards packing, local transportation and insurance of the package etc.

b.                  An amount equivalent to one month basic pay shall be paid on application as advance in order to meet out the expenses and enable the officer settle down in the new place of employment, both for ordinary and request transfers.  The advance shall be repaid by him/her in 3 monthly installments from the date of settling down in the new place of employment.

c.                   In case of journeys covered by night, the officer and his family are entitled for the expenses incurred in connection with the sleeping accommodation.

2.4    Lodging Expenses in case of Administrative Transfers

An officer who is transferred outside home state will be entitled to reimbursement of 15 days lodging expenses and an officer who is transferred within the home state will be entitled to 7 days lodging expenses.  In case the house is fixed before the stipulated time limit, the reimbursement automatically ceases.

General Guidelines

a.   All claims should be supported by a certificate by the officer and wherever possible by cash receipts (lorry freight etc.)

b.   The journey can ordinarily be only of the shortest route.

c.   Where an officer travels by a class or mode lower than the one allowed to him, he shall be entitled to claim the T.A. only at the rate of actually paid.

d.   ‘Travel by night’ means, the journey performed for a period of six or more hours between 7.00 p.m and 7.00 a.m

e.   ‘Family’ means an officer, spouse and children ordinarily residing with and wholly dependent on him.

f.     When for any reason, the family of an officer does not travel with him, but joins him within a period of six months from the date of his transfer; an officer shall be entitled to draw the further fares and baggage charges payable for his family subject to the ceilings already mentioned.  But previous intimation should be given to the Bank.

g.    Where the family in consequence of transfer, travels from a place other than that from which an officer is transferred the officer my draw the actual expenses incurred by his family to join the officer at the new station by amount so drawn shall not exceed the traveling allowance admissible to the Officer’s family from the place where the officer was transferred.

h.    It the family of an officer in consequence of transfer, travels to a station other than that to which the officer is transferred, the officer may draw traveling allowance expenses for his family but subject to the conditions that the amount so drawn shall not exceed the traveling allowance admissible to the officer had the family proceeded to the station to which the officer was transferred.

i.     The Officer shall not be entitled to draw halting allowance for his family.

j.     The T A Bills should be submitted within one month from the date of his  journey.  The payment of bills shall be in all the cases within a period of 30 days from the date of receipt of the bills except where the clarifications are required.

3     Joining Time

(Ref. No.Main/Cir.No.11/89-90 dated 03-07-1989)

a.                   All officers are eligible for joining time for seven days on transfer (both request and general transfer).  The procedures to be followed for availing joining time are as follows:

b.                  An officer member may avail joining time immediately after his/her relief from one branch, but before joining at the other branch to which he/she is transferred, by submitting an application to the respective D.O. /A.O. through the branch which relieved him/her for necessary sanction.

c.                   Alternatively, he/she may avail joining time after joining duty at the respective branch only after getting necessary prior sanction from the respective D.O/A.O. by submitting an application well in advance.

d.                  Joining time should be availed within the stipulated period i.e. 6 months from the date of relief.

e.                   Under no circumstances, joining time will be permitted after the expiry of stipulated period.

f.                    No other leave can be combined with Joining time.

g.                   Joining time means a period of seven continuous days.

h.                   Joining time, if any, availed in excess of seven days will be sanctioned only on loss of pay.

i.                     Officers working in branches where there is no basic amenities like accommodation/ Medical/Educational facility, will be allowed to reside at the nearby stations where such facility is available.

4     Definition of Family

The limit of income for the purpose of definition of ‘wholly dependent’ family member shall be raised from Rs.1500/- p.m to Rs.2550/- p.m.

5     Reimbursement of Baggage charges/ Transportation charges

5.1    Reimbursed expenses for transporting baggage by Goods Train

An officer on transfer will be reimbursed expenses for transporting his baggage by Goods Train upto the following limits:

If an officer eligible for full wagon, avails of the facility of ‘Container’ service by Railways, he will be reimbursed actual charges for one container if he is in junior or middle management grade.  If the baggage is transported by road between places connected by Rail, the reimbursement will be limited to the actual freight charges against submission of bills subject to the cost not exceeding the cost of transport of the maximum permissible quantity by goods Train.  If there  is no Railway Station or Railway out-agency at the old or new place of posting, the officer will be paid the actual cost of transporting the baggage by Road upto the stipulated weights by an IBA approved transport operator. 

5.2 Reimbursement of Charges towards transportation of goods by Road on Transfer

As per Circular under reference - Per/Main/Cir/28/98-99 dated 06-01-99 lorry freight can be claimed @ 30 paise per quintal per Km. The Reimbursement of Charges towards transportation of goods by Road on Transfer is revised upward from @30paise to @42paise per quintal per KM with effect from 01.11.2004.
